Functional Reform

In government, there are several cross-cutting functions, such as Finance, that are recognisably the same wherever they exist. Expertise is scattered across multiple entities with no central point in which management information flows to the Centre of Government. 

In effective governments, a financial centre of excellence is established at the centre of government with authority over the finance functions across government. This model enables significant savings to be made from the running costs of government as well as improving the flow of information and governance over finance. Implementation focuses on building the mandate, leadership and capability of the financial centre of excellence.
