The Open Data White Paper

The Open Data White Paper was published in June 2012, which set out plans to put data and transparency at the heart of government and public services:

  • making it easier to access public data

  • making it easier for data publishers to release data in standardised, open formats

  • engraining a ‘presumption to publish’ unless there are clear, specific reasons (such as privacy or national security) not to do so  

In the speech below, Francis launches the Open Data White Paper, outlining how the paper demonstrates the government’s commitment to open data not just as a “nice-to-have” extra, but a “defining characteristic of future public policy”.
