This week Francis participated in the Institute for Government’s live event reform at the centre of government. The event explored Francis’s recent review into the performance of the Cabinet Office.
Over the last few months, Francis has conducted a short pro bono review of cross-cutting government functions, spend controls and progress towards implementing Civil Service reform.

Francis, who was a signatory to the Maastricht Treaty in 1992, talks about the ongoing Brexit negotiations, stating he has no doubt that the UK Government’s strong preference is to leave with a deal.
As the architect behind civil service reforms between 2010-2015, Francis also offers insight into the current efforts from Boris Johnson’s Government to improve the quality and efficiency of Whitehall.
